Bakan\u0131m\u0131z Mahmut \u00d6zer\u2019in ba\u015fkanl\u0131\u011f\u0131nda misafir e\u011fitim bakanlar\u0131n\u0131n t\u00fcm\u00fc ile hem toplu hem de \u00f6zel g\u00f6r\u00fc\u015fmeler yap\u0131ld\u0131. Bir\u00e7ok konuda i\u015fbirli\u011fi imkanlar\u0131 ortaya \u00e7\u0131kt\u0131. Afrika, bizim a\u00e7\u0131m\u0131zdan g\u00f6nl\u00fcm\u00fcz\u00fcn kayd\u0131\u011f\u0131 bir co\u011frafyad\u0131r. <\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> S\u00f6m\u00fcrgeci zihniyetten b\u0131kan insanlar\u0131n ya\u015fad\u0131\u011f\u0131 \u00fclkeler grubudur. Payla\u015fmay\u0131, i\u015fbirli\u011fini, birlikte kazanmay\u0131, g\u00f6n\u00fclden olman\u0131n merkeze al\u0131nd\u0131\u011f\u0131 bir i\u015fbirli\u011fini pek ya\u015fayamam\u0131\u015f halklar\u0131n co\u011frafyas\u0131d\u0131r. T\u00fcrk devletinin misyon kurulu\u015flar\u0131 ile tan\u0131\u015fmay\u0131 m\u00fcteakip bu de\u011ferlerin hakikili\u011fini g\u00f6ren insanlar toplulu\u011fudur Afrika.<\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> <strong>G\u00d6N\u00dcL CO\u011eRAFYASINA \u00d6NDERL\u0130K<\/strong><\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> Bir b\u00fct\u00fcn olarak Afrika ile devaml\u0131l\u0131\u011f\u0131 olabilecek bir i\u015fbirli\u011fi geli\u015ftireceksek bunun mutlaka e\u011fitim boyutundan olmas\u0131 gerekir. Koca k\u0131tan\u0131n hem d\u00f6n\u00fc\u015f\u00fcm\u00fc hem de kalk\u0131nmas\u0131 a\u00e7\u0131s\u0131ndan bu boyut stratejik bir mahiyet ta\u015f\u0131r. Bu nedenle e\u011fitim \u00e7al\u0131\u015fmalar\u0131n\u0131n ayr\u0131nt\u0131l\u0131 bir \u015fekilde planlanmas\u0131 gerekir. \u00dclkemizin \u2018mesleki e\u011fitim\u2019 tecr\u00fcbesini, ihtiya\u00e7 duyan \u00fclkelerin hizmetine sunma yakla\u015f\u0131m\u0131, \u00fclkemizin siyaset gelene\u011fine de uyuyor. G\u00fcn\u00fcm\u00fczde \u00f6zellikle Afrika\u2019n\u0131n bir\u00e7ok \u00fclkesi meslek e\u011fitimine \u015fiddetle ihtiya\u00e7 duyuyor. Fakat misyonerlik ve s\u00f6m\u00fcrge anlay\u0131\u015f\u0131nda olan \u00fclkeler, y\u0131llarca bu topraklarda e\u011fitim i\u015fini sadece elit e\u011fitimi ile s\u0131n\u0131rlad\u0131. Bundan da kas\u0131t; kendilerine ba\u011fl\u0131 bir y\u00f6netici elit \u00e7\u0131karmak ve bunu kendi ama\u00e7lar\u0131 do\u011frultusunda kullanarak s\u00f6m\u00fcrge anlay\u0131\u015flar\u0131na devaml\u0131l\u0131k kazand\u0131rmakt\u0131. FET\u00d6\u2019n\u00fcn yapt\u0131\u011f\u0131 da asl\u0131nda bunun benzer bir versiyonu idi. Ger\u00e7ekte ise ihtiya\u00e7 duyan t\u00fcm g\u00f6n\u00fcl co\u011frafyam\u0131za \u00fclkemizin mesleki e\u011fitim tecr\u00fcbesini aktarmak ve \u00f6nderlik etmek, bizim kadim siyaset felsefemizle de \u00f6rt\u00fc\u015f\u00fcyor.<\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> S\u00f6m\u00fcrgecilik zihniyetinin aksine sadece maddi imkanl\u0131lara de\u011fil, as\u0131l mahrumiyet i\u00e7inde olanlara y\u00f6nelmek daha do\u011fru bir yakla\u015f\u0131m olur. Bunun da ilk ad\u0131m\u0131 \u00f6ncelikli oldu\u011fu i\u00e7in mesleki e\u011fitimdir. E\u011fitimin bu boyutunu da dahil etmek, bize bir\u00e7ok a\u00e7\u0131dan avantaj getirir. \u00dclkemiz mesleki ve teknik e\u011fitim alan\u0131nda; edindi\u011fi birikim ve tecr\u00fcbesi, ahilik te\u015fkilat\u0131 ve k\u00fclt\u00fcr\u00fcne dayanan ge\u00e7mi\u015fi ile g\u00fc\u00e7l\u00fc bir e\u011fitim gelene\u011fine sahip. Orta\u00f6\u011fretimde mesleki ve teknik Anadolu liseleri, tematik meslek liseleri ile kalfa ve usta yeti\u015ftiren mesleki e\u011fitim merkezleri olmak \u00fczere ba\u015far\u0131l\u0131 bir mesleki e\u011fitim imk\u00e2n\u0131 sunuluyor.<\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> Mesleki e\u011fitim alan\u0131nda edinilmi\u015f bu tecr\u00fcbenin uluslararas\u0131 payla\u015f\u0131m\u0131, muhakkak ki alandaki bilgi ve birikime katk\u0131 sa\u011flayacak. T\u00fcrkiye, mevcut d\u0131\u015f politika yakla\u015f\u0131m\u0131 ve sahip oldu\u011fu diplomatik misyon a\u011f\u0131 ile daha adil bir k\u00fcresel sistemin tesisi, \u00fclkeler aras\u0131 i\u015fbirli\u011fi ve dayan\u0131\u015fmay\u0131 ama\u00e7l\u0131yor. Bu ama\u00e7la T\u00fcrk \u0130\u015fbirli\u011fi ve Koordinasyon Ajans\u0131 Ba\u015fkanl\u0131\u011f\u0131 (T\u0130KA), Yunus Emre Enstit\u00fcs\u00fc, Yurtd\u0131\u015f\u0131 T\u00fcrkler ve Akraba Topluluklar\u0131 Ba\u015fkanl\u0131\u011f\u0131 (YTB) ve T\u00fcrkiye Maarif Vakf\u0131 (TMV) gibi uluslararas\u0131 kurulu\u015flar\u0131yla da farkl\u0131 alanlarda a\u00e7\u0131l\u0131m sa\u011fl\u0131yor.<\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> <strong>25 \u00dcLKEDE 20 B\u0130N \u00d6\u011eRENC\u0130<\/strong><\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> Bu ba\u011flamda uluslararas\u0131 platformlarda ger\u00e7ekle\u015ftirilecek i\u015fbirli\u011fi \u00e7al\u0131\u015fmalar\u0131 ve uluslararas\u0131 kurulu\u015flar\u0131 eliyle T\u00fcrkiye\u2019nin mesleki e\u011fitim alan\u0131ndaki tecr\u00fcbesini ihtiya\u00e7 duyan \u00fclkelerin istifadesine sunmak, ilk etapta bir insanl\u0131k borcu olarak g\u00f6r\u00fclmeli. Bu nedenle T\u00fcrkiye\u2019nin 2005 y\u0131l\u0131nda g\u00f6zlemci \u00fclke, 2008 y\u0131l\u0131nda stratejik ortak olarak ilan edildi\u011fi Afrika Birli\u011fi \u00fclkeleriyle ger\u00e7ekle\u015ftirece\u011fi mesleki e\u011fitim tecr\u00fcbe payla\u015f\u0131m\u0131, ilgili co\u011frafya \u00fclkeleri ile ger\u00e7ekle\u015ftirilen e\u011fitim, k\u00fclt\u00fcr ve ekonomik i\u015fbirli\u011fi alanlar\u0131na da b\u00fcy\u00fck katk\u0131 sa\u011flayacak.<\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> Bu tecr\u00fcbe aktar\u0131m\u0131, \u00fclkemizin yurt d\u0131\u015f\u0131ndaki e\u011fitim te\u015fkilat\u0131 olan Maarif Vakf\u0131n\u0131n Okullar\u0131 arac\u0131l\u0131\u011f\u0131 ile yap\u0131lmal\u0131. Maarif Vakf\u0131, bu misyonla T\u00fcrkiye\u2019nin bu alandaki tecr\u00fcbesini ihtiya\u00e7 duyan di\u011fer \u00fclkelere ta\u015f\u0131yarak ve meslek e\u011fitimine girerek k\u00fcresel bir i\u015flev y\u00fcklenebilir. Meslek e\u011fitiminde elde edilecek ba\u015far\u0131 ise Maarif Okullar\u0131n\u0131n hem \u00fclkeler nezdinde daha rasyonel bir kar\u015f\u0131l\u0131\u011f\u0131n\u0131n olmas\u0131n\u0131 getirir hem de g\u00f6n\u00fcl co\u011frafyas\u0131 in\u015fas\u0131na ciddi bir katk\u0131 sunmu\u015f olur. Mesleki e\u011fitim bunu daha da b\u00fcy\u00fct\u00fcr. Afrika \u00fclkelerine mesleki e\u011fitime giri\u015f ba\u011flam\u0131nda en \u00e7ok ihtiya\u00e7 duyan bir \u00fclke belirleyip \u00e7al\u0131\u015fmalara ba\u015flanmal\u0131. Etiyopya, \u00c7ad veya Ruanda meslek e\u011fitimi i\u00e7in giri\u015f yap\u0131lacak \u00fclkelerden biri olabilir.
