Bu d\u00fczenlemeyle birlikte sendikal \u00f6rg\u00fctlenme, toplu i\u015f s\u00f6zle\u015fmesi ve grev hakk\u0131n\u0131 olumsuz y\u00f6nde etkileyece\u011fi endi\u015fesi \u00f6n plana \u00e7\u0131kar\u0131l\u0131yor. Di\u011fer yandan \u00f6zel istihdam b\u00fcrolar\u0131 ile \u00f6d\u00fcn\u00e7 i\u015f ili\u015fkisi kurulacak i\u015f\u00e7i aras\u0131ndaki akdin i\u015f s\u00f6zle\u015fmesi olup olmad\u0131\u011f\u0131 da tart\u0131\u015fma konusu.
