Bu, \u00fccretlere de yans\u0131yor. Bu durum \u00c7in ekonomisinin d\u00fc\u015f\u00fck maliyet avantaj\u0131 de\u011fil \u00fcr\u00fcn \u00f6zelliklerine dayal\u0131 rekabet g\u00fcc\u00fcne ge\u00e7i\u015f yapmas\u0131n\u0131 zorunlu k\u0131l\u0131yor ve b\u00f6yle bir de\u011fi\u015fim de ger\u00e7ekle\u015fiyor.<\/span><\/p>  <p><span class=\"large\">\u00c7in\u2019in y\u00fcksek katma de\u011ferli, ileri teknolojiye dayal\u0131 \u00fcretime ge\u00e7i\u015finin giderek artan \u00f6rneklerini g\u00f6r\u00fcyoruz. G\u00fcne\u015f enerjisi sistemleri \u00fcretimi, kas g\u00fcc\u00fcn\u00fcn, ucuz i\u015f\u00e7ili\u011fin \u00f6nemli bir rol oynamad\u0131\u011f\u0131, sermaye ve bilgiye dayal\u0131 bir sekt\u00f6r. \u00c7in, 2000\u2019lerin ba\u015flar\u0131nda bu sekt\u00f6rde hemen hi\u00e7bir varl\u0131\u011f\u0131 yokken g\u00fcn\u00fcm\u00fczde d\u00fcnya \u00fcretiminin \u00fc\u00e7te ikisini ger\u00e7ekle\u015ftiriyor. D\u00fcnyan\u0131n en b\u00fcy\u00fck 10 \u00fcreticisinden 8\u2019i \u00c7in \u015firketi, biri Kanada\u2019da yerle\u015fik bir \u00c7inli giri\u015fimci taraf\u0131ndan kurulmu\u015f \u00c7in tabanl\u0131 bir \u015firket, di\u011feri de \u00c7inli bir \u00fcreticiyi sat\u0131n alarak sekt\u00f6re giren bir Kore \u015firketi. Elektrikli otomobil denince akla ilk olarak Tesla geliyor ama 2017\u2019de \u00c7in\u2019in elektrikli otomobil \u00fcreticilerinden ikisinin \u00fcretim hacmi Tesla\u2019y\u0131 ge\u00e7iyordu. 2018\u2019de \u00c7in\u2019de 1.2 milyon kadar elektrikli otomobil \u00fcretildi. ABD, AB, Japonya ve t\u00fcm di\u011fer \u00fclkelerin toplam \u00fcretimi ise 900 bin dolay\u0131ndayd\u0131. \u00c7in, elektronik ticaret, internet tabanl\u0131 finans ve \u00f6deme hizmetleri, ara\u00e7 payla\u015f\u0131m hizmetleri gibi internet ve cep telefonu teknolojilerine dayal\u0131 hizmetler sekt\u00f6r\u00fcnde d\u00fcnyada ba\u015f\u0131 \u00e7eken \u015firketlere sahip. Cep telefonu \u00fcretiminde d\u00fcnyada \u00f6nde gelen 5 \u015firketin 3\u2019\u00fc \u00c7inli. Hem ekonomik, hem savunma sanayi a\u00e7\u0131s\u0131ndan stratejik \u00f6nemi olan yapay zek\u00e2 alan\u0131nda \u00c7inli \u015firketler d\u00fcnyada liderlik i\u00e7in yar\u0131\u015f\u0131yorlar.<\/span><\/p>  <p><span class=\"large\">\u00c7in ekonomisinde y\u00fcksek katma de\u011ferli \u00fcretimin a\u011f\u0131rl\u0131\u011f\u0131n\u0131n artmas\u0131na paralel olarak, i\u015fg\u00fcc\u00fc yo\u011fun \u00fcretim faaliyetleri de bir yandan \u00fclkenin i\u015f\u00e7ilik maliyetlerinin h\u00e2l\u00e2 daha d\u00fc\u015f\u00fck oldu\u011fu i\u00e7 b\u00f6lgelerine, bir yandan da i\u015f\u00e7ilik maliyetlerinin art\u0131k daha d\u00fc\u015f\u00fck oldu\u011fu Vietnam, Banglade\u015f, Endonezya, Hindistan gibi \u00e7evre \u00fclkelere kay\u0131yor. \u0130\u00e7 b\u00f6lgelerdeki gelir ve \u00fccret d\u00fczeylerinin de y\u00fckselmesiyle en emek yo\u011fun olanlardan ba\u015flayarak \u00c7in\u2019deki \u00fcretim faaliyetlerinin artan bir b\u00f6l\u00fcm\u00fc \u00e7evre \u00fclkelere kayacak. K\u00fcreselle\u015fme deyince akl\u0131m\u0131za hep bat\u0131 \u00fclkelerindeki \u00fcretimin emek yo\u011fun b\u00f6l\u00fcmlerinin geli\u015fmekte olan \u00fclkelere, \u00f6zellikle de \u00c7in\u2019e kaymas\u0131 geliyor ama \u00c7in ekonomik olarak geli\u015ftik\u00e7e ayn\u0131 s\u00fcre\u00e7 \u00c7in merkezli olarak ger\u00e7ekle\u015fme yolunda g\u00f6r\u00fcn\u00fcyor. Ku\u015fak ve Yol Giri\u015fimi\u2019ni bu ba\u011flamda da d\u00fc\u015f\u00fcnmek gerekiyor.<\/span><\/p>  <p><span class=\"large\">G\u00fcn\u00fcm\u00fcz\u00fcn k\u00fcreselle\u015fmi\u015f \u00fcretim s\u00fcre\u00e7lerinde bir mal\u0131n \u00fcretimi i\u00e7in gerekli faaliyetlerin her biri farkl\u0131 \u00fclkelerde ger\u00e7ekle\u015febiliyor. Bu s\u00fcre\u00e7te ara mallar \u00fclke s\u0131n\u0131rlar\u0131n\u0131 defalarca ge\u00e7ebiliyor. \u00d6rne\u011fin Kuzey Amerika Ticaret Birli\u011fi \u00e7er\u00e7evesinde \u00fcretimi yap\u0131lan bir otomobili olu\u015fturan baz\u0131 par\u00e7alar ABD, Meksika, Kanada s\u0131n\u0131rlar\u0131n\u0131 7-8 kere ge\u00e7iyor. \u00dcretim s\u00fcre\u00e7lerinin bu \u015fekilde co\u011frafi yay\u0131lmas\u0131, uygun ula\u015f\u0131m ve ileti\u015fim altyap\u0131s\u0131 gerektiriyor. Ku\u015fak ve Yol Giri\u015fimi, b\u00f6yle bir altyap\u0131 sa\u011flayacak. Yukar\u0131da s\u00f6z\u00fcn\u00fc etti\u011fimiz, \u00c7in\u2019deki emek yo\u011fun \u00fcretim faaliyetlerinin \u00fccretlerin daha d\u00fc\u015f\u00fck oldu\u011fu, ba\u015fta Do\u011fu ve G\u00fcney Asya olmak \u00fczere \u00e7evre \u00fclkelere kaymas\u0131 bu \u00e7er\u00e7evede daha etkili bir \u015fekilde ger\u00e7ekle\u015febilecek. K\u00fcreselle\u015fme deyince akl\u0131m\u0131za hep bat\u0131 \u00fclkelerindeki \u00fcretimin emek yo\u011fun b\u00f6l\u00fcmlerinin geli\u015fmekte olan \u00fclkelere, \u00f6zellikle de \u00c7in\u2019e kaymas\u0131 geliyor ama \u00c7in ekonomik olarak geli\u015ftik\u00e7e ayn\u0131 s\u00fcre\u00e7 \u00c7in merkezli olarak ger\u00e7ekle\u015fme yolunda g\u00f6r\u00fcn\u00fcyor. Ku\u015fak ve Yol Giri\u015fimi\u2019ni bu ba\u011flamda da d\u00fc\u015f\u00fcnmek gerekiyor.<\/span><\/p>  <p><span class=\"large\">G\u00fcn\u00fcm\u00fcz\u00fcn k\u00fcreselle\u015fmi\u015f \u00fcretim s\u00fcre\u00e7lerinde bir mal\u0131n \u00fcretimi i\u00e7in gerekli faaliyetlerin her biri farkl\u0131 \u00fclkelerde ger\u00e7ekle\u015febiliyor. Ku\u015fak ve Yol Giri\u015fimi, b\u00f6yle bir altyap\u0131 sa\u011flayacak. Yukar\u0131da s\u00f6z\u00fcn\u00fc etti\u011fimiz, \u00c7in\u2019deki emek yo\u011fun \u00fcretim faaliyetlerinin \u00fccretlerin daha d\u00fc\u015f\u00fck oldu\u011fu, ba\u015fta Do\u011fu ve G\u00fcney Asya olmak \u00fczere \u00e7evre \u00fclkelere kaymas\u0131 bu \u00e7er\u00e7evede daha etkili bir \u015fekilde ger\u00e7ekle\u015febilecek. Tabii ki bu altyap\u0131, kapsad\u0131\u011f\u0131 \u00fclkelerin b\u00f6lgesel \u00fcretim a\u011flar\u0131na rekabet g\u00fcc\u00fcne sahip olduklar\u0131 y\u00fcksek katma de\u011ferli faaliyetlerle de kat\u0131lmalar\u0131na olanak sa\u011flayacak.<\/span><\/p>  <p><span class=\"large\">\u00dcretimin k\u00fcreselle\u015fme ya da b\u00f6lgeselle\u015fmenin kapsam ve verimi, ula\u015f\u0131m ve ileti\u015fim altyap\u0131s\u0131n\u0131n iyili\u011fi yan\u0131nda, mal ve hizmetlerin s\u0131n\u0131rlardan ge\u00e7i\u015fi ile ilgili d\u00fczenlemelere de ba\u011fl\u0131. <\/span><br><span class=\"large\"> \u0130lgili \u00fclkeler aras\u0131nda g\u00fcmr\u00fck vergileri yan\u0131nda s\u00fcre\u00e7ler ve standartlarla ilgili d\u00fczenlemelerin yap\u0131lmas\u0131 ile \u00fcretimde b\u00f6lgesel b\u00fct\u00fcnle\u015fme olanaklar\u0131 artacak. Kapsay\u0131c\u0131 B\u00f6lgesel Ekonomik Ortakl\u0131k, RCEP gibi giri\u015fimleri bu \u00e7er\u00e7evede de\u011ferlendirebiliriz.<\/span><\/p>  <p><span class=\"large\">Korumac\u0131l\u0131\u011f\u0131n y\u00fckseldi\u011fi, belki de \u00fcretimde k\u00fcreselle\u015fmenin geri ad\u0131mlar ataca\u011f\u0131 \u00f6n\u00fcm\u00fczdeki y\u0131llarda Yol ve Ku\u015fak Giri\u015fimi, kapsama alan\u0131ndaki \u00fclkeler i\u00e7in yeni a\u00e7\u0131l\u0131mlar olu\u015fturmak a\u00e7\u0131s\u0131ndan \u00f6zel \u00f6nem kazanabilir.<\/span><\/p>  <p><span class=\"large\">T\u00fcrkiye\u2019nin Ku\u015fak ve Yol altyap\u0131s\u0131 \u00fczerinde geli\u015fecek Do\u011fu-G\u00fcney Asya pazar ve \u00fcretim sistemlerinde nas\u0131l yer alaca\u011f\u0131, do\u011fal olarak bu pazarlar ve \u00fcretim sistemine hangi mal ve hizmetler sundu\u011funa ba\u011fl\u0131 olacak. G\u00fcn\u00fcm\u00fczde T\u00fcrkiye \u00fcreticileri, yak\u0131n ve b\u00fcy\u00fck Avrupa pazarlar\u0131 ve Avrupa merkezli \u00fcretim a\u011flar\u0131nda daha \u00e7ok emek yo\u011fun faaliyet alanlar\u0131nda varl\u0131k g\u00f6steriyor. Geli\u015fen Asya pazar ve \u00fcretim sisteminde bu konumlanma ayn\u0131 derecede ba\u015far\u0131l\u0131 olmayabilir.
