Afrika\u2019daki <\/strong><\/span><span class=\"large\"><strong>54 \u00fclkeden d\u00fcnya sanayisi i\u00e7in gerekli hammaddelerin ta\u015f\u0131nmas\u0131 kadar k\u0131tadaki yakla\u015f\u0131k 1.5 milyar insan\u0131n ihtiyac\u0131 olan \u00fcr\u00fcnlerin getirilmesi de hayati \u00f6nem ta\u015f\u0131yor. <\/strong><\/span><br><span class=\"large\"> <strong><\/strong><\/span><br><span class=\"large\"> <strong>Son 20 y\u0131lda 20 milyar dolar yat\u0131r\u0131m yap\u0131lan Afrika limanlar\u0131 i\u00e7in adeta liman kapma ve i\u015fletme sava\u015flar\u0131 ya\u015fan\u0131yor. <\/strong><\/span><span class=\"large\"><strong>Ba\u015fta Fransa olmak \u00fczere \u00c7in, Japonya ve Birle\u015fik Arap Emirlikleri ciddi anlamda k\u0131tan\u0131n sahillerinde etkinlik sava\u015f\u0131 veriyor. T\u00fcrkiye\u2019nin de dahil oldu\u011fu yar\u0131\u015fta verimli yat\u0131r\u0131mlar i\u00e7in dikkatli de olmak gerekiyor.<\/strong><\/span><br><span class=\"large\"> <strong><\/strong><\/span><br><span class=\"large\">Her bir \u00fclkenin ithal veya ihra\u00e7 etti\u011fi mallar\u0131n ta\u015f\u0131nmas\u0131nda deniz ula\u015f\u0131m\u0131n\u0131n \u00f6nemi, tarihin t\u00fcm as\u0131rlar\u0131n\u0131n de\u011fi\u015fmeyen ger\u00e7e\u011fi. En az\u0131ndan Avrupa genelinde, deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 sayesinde bir yerden ba\u015fka bir yere yap\u0131lan ticari mal nakletmede toplam\u0131n \u00fc\u00e7te ikisi bu \u015fekilde yap\u0131l\u0131yor. Bu durum k\u0131ta i\u00e7inde karayolu ve demiryolu bak\u0131m\u0131ndan yeterli ula\u015f\u0131m imk\u00e2nlar\u0131 bulunmayan Afrika\u2019n\u0131n tamam\u0131 i\u00e7in ise y\u00fczde 92 gibi olduk\u00e7a y\u00fcksek bir orana tekab\u00fcl ediyor.<\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> 21. y\u00fczy\u0131lda k\u0131tadan temin edilen tamam\u0131na yak\u0131n\u0131 hammadde olan ticari de\u011feri haiz mal kadar olmamakla birlikte onlarca milyon ton mamul madde de d\u00fcnyan\u0131n yakla\u015f\u0131k y\u00fczde 20 y\u00fcz\u00f6l\u00e7\u00fcm\u00fcne sahip co\u011frafyas\u0131n\u0131 olu\u015fturan Afrika\u2019ya ta\u015f\u0131n\u0131yor. \u00c7evresinde adeta tespih taneleri gibi dizili onlarcas\u0131 b\u00fcy\u00fck, \u00e7o\u011fu ise k\u00fc\u00e7\u00fck adalar\u0131n sahilleri de dahil edildi\u011finde 30 bin 500 km\u2019yi bulan t\u00fcm k\u0131y\u0131lar\u0131 sayesinde her t\u00fcrl\u00fc deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131nda adeta her sekt\u00f6r\u00fcn yo\u011funla\u015ft\u0131\u011f\u0131 bir k\u0131ta ile kar\u015f\u0131 kar\u015f\u0131yay\u0131z.<\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> <strong>AFR\u0130KA SAH\u0130L\u0130NDE T\u00dcRKLER<\/strong><\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> T\u00fcrklerin Afrika sahillerindeki hikayesi, 9. y\u00fczy\u0131lda M\u0131s\u0131r\u2019da M\u00fcsl\u00fcman kimlikleri ile kurduklar\u0131 Toluno\u011flu devleti ile ba\u015fl\u0131yor. K\u0131z\u0131ldeniz ve k\u0131smen de Akdeniz k\u0131y\u0131lar\u0131n\u0131 tan\u0131m\u0131\u015flar, bu ba\u015flang\u0131\u00e7 20. y\u00fczy\u0131la kadar da g\u00fc\u00e7l\u00fc bir \u015fekilde devam etmi\u015fti. Osmanl\u0131larla birlikte k\u0131tay\u0131 kuzeyden \u00e7evreleyen Akdeniz ve do\u011fudan \u00e7evreleyen K\u0131z\u0131ldeniz yan\u0131nda Aden K\u00f6rfezi ve Hint Okyanusu\u2019nun Kenya\u2019ya kadar uzanan k\u0131s\u0131mlar\u0131nda h\u00fck\u00fcm s\u00fcrd\u00fckleri be\u015f ayr\u0131 eyalet idaresi d\u00f6nemi ya\u015fand\u0131. Hatta zaman zaman Hicaz ve Yemen eyaletleri de K\u0131z\u0131ldeniz ile Aden K\u00f6rfezi ve Hint Okyanusu\u2019nun Afrika k\u0131y\u0131lar\u0131 ile yak\u0131ndan ilgilendi. O y\u0131llarda buralar\u0131n de\u011feri yine ticari oldu\u011fu gibi ayn\u0131 zamanda askeri ve siyasi anlam da ifade ediyordu.<\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> <strong>L\u0130MAN REKABET\u0130<\/strong><\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> 19. y\u00fczy\u0131lda Afrika\u2019n\u0131n s\u00f6m\u00fcrgele\u015ftirilme s\u00fcreci, 1885 y\u0131l\u0131ndaki Berlin Konferans\u0131\u2019nda aralar\u0131nda uzla\u015f\u0131 sa\u011flayan Avrupal\u0131larca i\u015fgale d\u00f6n\u00fc\u015f\u00fcp sahillerden i\u00e7erilere do\u011fru h\u0131zl\u0131ca yay\u0131ld\u0131. \u0130lk defa eski limanlar\u0131n de\u011feri daha da artm\u0131\u015f oldu. O g\u00fcn\u00fcn \u015fartlar\u0131nda Frans\u0131zlar, \u0130ngilizler, Almanlar, \u0130talyanlar ve Bel\u00e7ikal\u0131lar kendilerinden as\u0131rlarca \u00f6nce gelen Portekizliler ve \u0130spanyollar gibi yeni limanlar in\u015fa etmeye ba\u015flad\u0131. Bunlar\u0131n y\u00fck alma kapasiteleri devaml\u0131 art\u0131r\u0131larak ba\u011f\u0131ms\u0131zl\u0131k sonras\u0131nda da ara verilmeden 21. y\u00fczy\u0131la kadar geli\u015ftirildi. 1990\u2019l\u0131 y\u0131llarda ba\u015flay\u0131p 2000\u2019li y\u0131llarda h\u0131zlanan d\u00fcnyan\u0131n ekonomik olarak g\u00fc\u00e7l\u00fc devletlerinin Afrika a\u00e7\u0131l\u0131mlar\u0131 ile buraya ilgileri, h\u0131zl\u0131 ve devaml\u0131 art\u0131\u015f g\u00f6steriyor. Eski limanlar art\u0131k yetmemeye ba\u015flad\u0131. K\u0131tay\u0131 \u00e7evreleyen 38 limanda son 20 y\u0131lda in\u015fa edilen b\u00fcy\u00fck kapasiteli olanlar dahil hen\u00fcz d\u00fcnya konteyner ticaretinin y\u00fczde 3\u2019\u00fc, b\u00fct\u00fcn ta\u015f\u0131nan her t\u00fcrl\u00fc emtian\u0131n da sadece y\u00fczde 6\u2019s\u0131 ancak y\u00fcklenip bo\u015falt\u0131labiliyor. Seneden seneye yeni limanlar\u0131n i\u015fletmeye al\u0131nmalar\u0131, kapasitelerinin art\u0131r\u0131lmas\u0131 ve \u00fclkelerin ticari ba\u011flar\u0131n\u0131n kurulmas\u0131na ba\u011fl\u0131 olarak Afrika limanlar\u0131 aras\u0131nda s\u0131ralamalarda i\u015f hacimlerinin fazlal\u0131\u011f\u0131 veya azalmalara ba\u011fl\u0131 olarak baz\u0131 yer de\u011fi\u015ftirmeler oluyor. <\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> <strong>20 M\u0130LYAR DOLAR YATIRIM<\/strong><\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> Afrika\u2019da di\u011fer co\u011frafyalardaki gibi mesele, sadece limanlardan y\u00fck al\u0131n\u0131p bo\u015falt\u0131lmas\u0131 y\u00f6n\u00fcnden ekonomik bir u\u011fra\u015f\u0131 de\u011fil. Son 20 y\u0131lda bu anlamdaki yat\u0131r\u0131mlar\u0131n miktar\u0131 en az 20 milyar dolar olarak hesap ediliyor. Afrika limanlar\u0131n\u0131n in\u015fas\u0131 \u015fimdilerde daha \u00e7ok \u00f6zel \u015firketler eliyle y\u00fcr\u00fct\u00fcl\u00fcyor. Ba\u015fta Fransa olmak \u00fczere \u00c7in, Japonya, Birle\u015fik Arap Emirlikleri ciddi anlamda k\u0131tan\u0131n sahillerindeki limanlarda etkinlik sava\u015f\u0131 ya\u015f\u0131yorlar. 2000\u2019li y\u0131llarda Bollore, Arise, APMT, PSA, DP World, ICTSI, CMA ve CGM gibi bu alanda d\u00fcnyan\u0131n en b\u00fcy\u00fck firmalar\u0131, k\u0131tadaki mevcut giri\u015fimlerin \u00f6nc\u00fcleri. \u00c7in\u2019in ciddi anlamda k\u0131tay\u0131 \u00e7evreleyen eski limanlar\u0131n onar\u0131m\u0131, yenilerinin in\u015fas\u0131 i\u00e7in cazip kredi imk\u00e2nlar\u0131 ile elde etti\u011fi projeleri \u00e7ok daha ba\u015fka ama\u00e7lar\u0131 i\u00e7in de kullanma giri\u015fimleri, Afrikal\u0131lar\u0131 mecburen onlarla i\u015fbirli\u011fine zorlasa da her ge\u00e7en tepkiler \u00e7\u0131\u011f gibi b\u00fcy\u00fcyor. \u00d6zellikle Etiyopya\u2019n\u0131n d\u0131\u015f d\u00fcnyaya ba\u011flant\u0131s\u0131n\u0131 y\u00fczde 95 Cibuti liman\u0131 sa\u011fl\u0131yor. <\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> Liman\u0131 in\u015fa eden \u00c7inlilerin, buradaki i\u015f yerlerinin g\u00fcvenliklerini temin i\u00e7in \u00fclkenin askeri g\u00fcc\u00fcnden fazla bir silahl\u0131 g\u00fcc\u00fc bu \u00fclkeye getirmesi herkesi rahats\u0131z etti. Cibuti liman\u0131na rakip olmaya ba\u015flayan Kuzey Somali idaresinin s\u0131n\u0131rlar\u0131 i\u00e7inde yer alan Berbera sahilinde Dubai i\u015ftiraki DP World taraf\u0131ndan yar\u0131m milyar dolara yakla\u015fan bir b\u00fct\u00e7eyle in\u015fa ediliyor.<\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> Avrupa ve Asya limanlar\u0131 ile mukayese edildi\u011finde Afrika\u2019n\u0131n bu alandaki geri kalm\u0131\u015fl\u0131\u011f\u0131 h\u0131zl\u0131 \u015fekilde telafi ediliyor. Her t\u00fcrl\u00fc teknolojik imk\u00e2nlarla donat\u0131lan yeni limanlarla bu konuda g\u00f6zle g\u00f6r\u00fcl\u00fcr devasa \u00e7al\u0131\u015fmalar birbirlerini takip ediyor. B\u00fcy\u00fck gemilerin yakla\u015f\u0131p k\u0131sa zamanda y\u00fcklerini bo\u015falt\u0131p, alacaklar\u0131 varsa onlar\u0131 y\u00fckletip buradan ayr\u0131lmalar\u0131 i\u00e7in ge\u00e7mi\u015fte haftalarca s\u0131rada beklemeye kimse tahamm\u00fcl edemiyor. Uzayan her s\u00fcre ta\u015f\u0131nan ticari mal\u0131n fiyat\u0131na hemen yans\u0131yor. Afrika\u2019daki <\/strong><\/span><span class=\"large\"><strong>54 \u00fclkeden d\u00fcnya sanayisi i\u00e7in gerekli hammaddelerin ta\u015f\u0131nmas\u0131 kadar k\u0131tadaki yakla\u015f\u0131k 1.5 milyar insan\u0131n ihtiyac\u0131 olan \u00fcr\u00fcnlerin getirilmesi de hayati \u00f6nem ta\u015f\u0131yor. <\/strong><\/span><br><span class=\"large\"> <strong><\/strong><\/span><br><span class=\"large\"> <strong>Son 20 y\u0131lda 20 milyar dolar yat\u0131r\u0131m yap\u0131lan Afrika limanlar\u0131 i\u00e7in adeta liman kapma ve i\u015fletme sava\u015flar\u0131 ya\u015fan\u0131yor. <\/strong><\/span><span class=\"large\"><strong>Ba\u015fta Fransa olmak \u00fczere \u00c7in, Japonya ve Birle\u015fik Arap Emirlikleri ciddi anlamda k\u0131tan\u0131n sahillerinde etkinlik sava\u015f\u0131 veriyor. T\u00fcrkiye\u2019nin de dahil oldu\u011fu yar\u0131\u015fta verimli yat\u0131r\u0131mlar i\u00e7in dikkatli de olmak gerekiyor.<\/strong><\/span><br><span class=\"large\"> <strong><\/strong><\/span><br><span class=\"large\">Her bir \u00fclkenin ithal veya ihra\u00e7 etti\u011fi mallar\u0131n ta\u015f\u0131nmas\u0131nda deniz ula\u015f\u0131m\u0131n\u0131n \u00f6nemi, tarihin t\u00fcm as\u0131rlar\u0131n\u0131n de\u011fi\u015fmeyen ger\u00e7e\u011fi. En az\u0131ndan Avrupa genelinde, deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131 sayesinde bir yerden ba\u015fka bir yere yap\u0131lan ticari mal nakletmede toplam\u0131n \u00fc\u00e7te ikisi bu \u015fekilde yap\u0131l\u0131yor. Bu durum k\u0131ta i\u00e7inde karayolu ve demiryolu bak\u0131m\u0131ndan yeterli ula\u015f\u0131m imk\u00e2nlar\u0131 bulunmayan Afrika\u2019n\u0131n tamam\u0131 i\u00e7in ise y\u00fczde 92 gibi olduk\u00e7a y\u00fcksek bir orana tekab\u00fcl ediyor.<\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> 21. y\u00fczy\u0131lda k\u0131tadan temin edilen tamam\u0131na yak\u0131n\u0131 hammadde olan ticari de\u011feri haiz mal kadar olmamakla birlikte onlarca milyon ton mamul madde de d\u00fcnyan\u0131n yakla\u015f\u0131k y\u00fczde 20 y\u00fcz\u00f6l\u00e7\u00fcm\u00fcne sahip co\u011frafyas\u0131n\u0131 olu\u015fturan Afrika\u2019ya ta\u015f\u0131n\u0131yor. \u00c7evresinde adeta tespih taneleri gibi dizili onlarcas\u0131 b\u00fcy\u00fck, \u00e7o\u011fu ise k\u00fc\u00e7\u00fck adalar\u0131n sahilleri de dahil edildi\u011finde 30 bin 500 km\u2019yi bulan t\u00fcm k\u0131y\u0131lar\u0131 sayesinde her t\u00fcrl\u00fc deniz ta\u015f\u0131mac\u0131l\u0131\u011f\u0131nda adeta her sekt\u00f6r\u00fcn yo\u011funla\u015ft\u0131\u011f\u0131 bir k\u0131ta ile kar\u015f\u0131 kar\u015f\u0131yay\u0131z.<\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> <strong>AFR\u0130KA SAH\u0130L\u0130NDE T\u00dcRKLER<\/strong><\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> T\u00fcrklerin Afrika sahillerindeki hikayesi, 9. y\u00fczy\u0131lda M\u0131s\u0131r\u2019da M\u00fcsl\u00fcman kimlikleri ile kurduklar\u0131 Toluno\u011flu devleti ile ba\u015fl\u0131yor. K\u0131z\u0131ldeniz ve k\u0131smen de Akdeniz k\u0131y\u0131lar\u0131n\u0131 tan\u0131m\u0131\u015flar, bu ba\u015flang\u0131\u00e7 20. y\u00fczy\u0131la kadar da g\u00fc\u00e7l\u00fc bir \u015fekilde devam etmi\u015fti. Osmanl\u0131larla birlikte k\u0131tay\u0131 kuzeyden \u00e7evreleyen Akdeniz ve do\u011fudan \u00e7evreleyen K\u0131z\u0131ldeniz yan\u0131nda Aden K\u00f6rfezi ve Hint Okyanusu\u2019nun Kenya\u2019ya kadar uzanan k\u0131s\u0131mlar\u0131nda h\u00fck\u00fcm s\u00fcrd\u00fckleri be\u015f ayr\u0131 eyalet idaresi d\u00f6nemi ya\u015fand\u0131. Hatta zaman zaman Hicaz ve Yemen eyaletleri de K\u0131z\u0131ldeniz ile Aden K\u00f6rfezi ve Hint Okyanusu\u2019nun Afrika k\u0131y\u0131lar\u0131 ile yak\u0131ndan ilgilendi. Haliyle atalar\u0131m\u0131z neredeyse Afrika\u2019y\u0131 \u00e7evreleyen t\u00fcm k\u0131y\u0131lar\u0131n yar\u0131s\u0131nda donanmalar\u0131n\u0131 as\u0131rlarca dola\u015ft\u0131rd\u0131. O y\u0131llarda buralar\u0131n de\u011feri yine ticari oldu\u011fu gibi ayn\u0131 zamanda askeri ve siyasi anlam da ifade ediyordu.<\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> <strong>L\u0130MAN REKABET\u0130<\/strong><\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> 19. y\u00fczy\u0131lda Afrika\u2019n\u0131n s\u00f6m\u00fcrgele\u015ftirilme s\u00fcreci, 1885 y\u0131l\u0131ndaki Berlin Konferans\u0131\u2019nda aralar\u0131nda uzla\u015f\u0131 sa\u011flayan Avrupal\u0131larca i\u015fgale d\u00f6n\u00fc\u015f\u00fcp sahillerden i\u00e7erilere do\u011fru h\u0131zl\u0131ca yay\u0131ld\u0131. \u0130lk defa eski limanlar\u0131n de\u011feri daha da artm\u0131\u015f oldu. O g\u00fcn\u00fcn \u015fartlar\u0131nda Frans\u0131zlar, \u0130ngilizler, Almanlar, \u0130talyanlar ve Bel\u00e7ikal\u0131lar kendilerinden as\u0131rlarca \u00f6nce gelen Portekizliler ve \u0130spanyollar gibi yeni limanlar in\u015fa etmeye ba\u015flad\u0131. Bunlar\u0131n y\u00fck alma kapasiteleri devaml\u0131 art\u0131r\u0131larak ba\u011f\u0131ms\u0131zl\u0131k sonras\u0131nda da ara verilmeden 21. y\u00fczy\u0131la kadar geli\u015ftirildi. 1990\u2019l\u0131 y\u0131llarda ba\u015flay\u0131p 2000\u2019li y\u0131llarda h\u0131zlanan d\u00fcnyan\u0131n ekonomik olarak g\u00fc\u00e7l\u00fc devletlerinin Afrika a\u00e7\u0131l\u0131mlar\u0131 ile buraya ilgileri, h\u0131zl\u0131 ve devaml\u0131 art\u0131\u015f g\u00f6steriyor. Eski limanlar art\u0131k yetmemeye ba\u015flad\u0131. K\u0131tay\u0131 \u00e7evreleyen 38 limanda son 20 y\u0131lda in\u015fa edilen b\u00fcy\u00fck kapasiteli olanlar dahil hen\u00fcz d\u00fcnya konteyner ticaretinin y\u00fczde 3\u2019\u00fc, b\u00fct\u00fcn ta\u015f\u0131nan her t\u00fcrl\u00fc emtian\u0131n da sadece y\u00fczde 6\u2019s\u0131 ancak y\u00fcklenip bo\u015falt\u0131labiliyor. Seneden seneye yeni limanlar\u0131n i\u015fletmeye al\u0131nmalar\u0131, kapasitelerinin art\u0131r\u0131lmas\u0131 ve \u00fclkelerin ticari ba\u011flar\u0131n\u0131n kurulmas\u0131na ba\u011fl\u0131 olarak Afrika limanlar\u0131 aras\u0131nda s\u0131ralamalarda i\u015f hacimlerinin fazlal\u0131\u011f\u0131 veya azalmalara ba\u011fl\u0131 olarak baz\u0131 yer de\u011fi\u015ftirmeler oluyor. <\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> <strong>20 M\u0130LYAR DOLAR YATIRIM<\/strong><\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> Afrika\u2019da di\u011fer co\u011frafyalardaki gibi mesele, sadece limanlardan y\u00fck al\u0131n\u0131p bo\u015falt\u0131lmas\u0131 y\u00f6n\u00fcnden ekonomik bir u\u011fra\u015f\u0131 de\u011fil. Belki de en cazip olan\u0131, her y\u0131l binlerce b\u00fcy\u00fck geminin u\u011frad\u0131\u011f\u0131 bizzat bu devasa yap\u0131lar\u0131n in\u015fa edilmeleri. \u00d6yle ki, son 20 y\u0131lda t\u00fcm k\u0131tada sahili bulunan her bir \u00fclke en az bir b\u00fcy\u00fck limana sahip olabilmek i\u00e7in ilgilenenlere ciddi yat\u0131r\u0131m f\u0131rsatlar\u0131 sunuyor. \u0130ki okyanusa ve iki denize, Cebel-i Tar\u0131k ve Bab\u00fc\u2019l-Mendeb gibi iki bo\u011faza, S\u00fcvey\u015f Kanal\u0131 ve Mozambik ge\u00e7idi gibi son derece hayati konuma sahip k\u0131tan\u0131n etraf\u0131ndaki eski limanlar devaml\u0131 yenileniyor ya da s\u0131f\u0131rdan yenileri b\u00fcy\u00fck bir h\u0131zla ba\u015flan\u0131p bitiriliyor. Son 20 y\u0131lda bu anlamdaki yat\u0131r\u0131mlar\u0131n miktar\u0131 en az 20 milyar dolar olarak hesap ediliyor. Afrika limanlar\u0131n\u0131n in\u015fas\u0131 \u015fimdilerde daha \u00e7ok \u00f6zel \u015firketler eliyle y\u00fcr\u00fct\u00fcl\u00fcyor. Ba\u015fta Fransa olmak \u00fczere \u00c7in, Japonya, Birle\u015fik Arap Emirlikleri ciddi anlamda k\u0131tan\u0131n sahillerindeki limanlarda etkinlik sava\u015f\u0131 ya\u015f\u0131yorlar. 2000\u2019li y\u0131llarda Bollore, Arise, APMT, PSA, DP World, ICTSI, CMA ve CGM gibi bu alanda d\u00fcnyan\u0131n en b\u00fcy\u00fck firmalar\u0131, k\u0131tadaki mevcut giri\u015fimlerin \u00f6nc\u00fcleri. \u00c7in\u2019in ciddi anlamda k\u0131tay\u0131 \u00e7evreleyen eski limanlar\u0131n onar\u0131m\u0131, yenilerinin in\u015fas\u0131 i\u00e7in cazip kredi imk\u00e2nlar\u0131 ile elde etti\u011fi projeleri \u00e7ok daha ba\u015fka ama\u00e7lar\u0131 i\u00e7in de kullanma giri\u015fimleri, Afrikal\u0131lar\u0131 mecburen onlarla i\u015fbirli\u011fine zorlasa da her ge\u00e7en tepkiler \u00e7\u0131\u011f gibi b\u00fcy\u00fcyor. \u00d6zellikle Etiyopya\u2019n\u0131n d\u0131\u015f d\u00fcnyaya ba\u011flant\u0131s\u0131n\u0131 y\u00fczde 95 Cibuti liman\u0131 sa\u011fl\u0131yor. <\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> Liman\u0131 in\u015fa eden \u00c7inlilerin, buradaki i\u015f yerlerinin g\u00fcvenliklerini temin i\u00e7in \u00fclkenin askeri g\u00fcc\u00fcnden fazla bir silahl\u0131 g\u00fcc\u00fc bu \u00fclkeye getirmesi herkesi rahats\u0131z etti. Bunu di\u011fer limanlarda, hatta k\u0131tan\u0131n i\u00e7 b\u00f6lgelerindeki yat\u0131r\u0131mlar\u0131n\u0131n emniyetini bahane ederek de yapmaya kalkmas\u0131, yak\u0131n gelecekte ciddi krizlerin habercisi olarak g\u00f6r\u00fcl\u00fcyor.<\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> <strong>\u0130\u015eLETMEC\u0130 M\u00dcCADELES\u0130 <\/strong><\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> Limanlar, yat\u0131r\u0131m yapan yabanc\u0131 \u00fclkeler aras\u0131nda da ciddi rekabete sahne oluyor. Adeta liman kapma ve i\u015fletme sava\u015flar\u0131 ya\u015fan\u0131yor. Cibuti liman\u0131na rakip olmaya ba\u015flayan Kuzey Somali idaresinin s\u0131n\u0131rlar\u0131 i\u00e7inde yer alan Berbera sahilinde Dubai i\u015ftiraki DP World taraf\u0131ndan yar\u0131m milyar dolara yakla\u015fan bir b\u00fct\u00e7eyle in\u015fa ediliyor.<\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> Avrupa ve Asya limanlar\u0131 ile mukayese edildi\u011finde Afrika\u2019n\u0131n bu alandaki geri kalm\u0131\u015fl\u0131\u011f\u0131 h\u0131zl\u0131 \u015fekilde telafi ediliyor. Her t\u00fcrl\u00fc teknolojik imk\u00e2nlarla donat\u0131lan yeni limanlarla bu konuda g\u00f6zle g\u00f6r\u00fcl\u00fcr devasa \u00e7al\u0131\u015fmalar birbirlerini takip ediyor. B\u00fcy\u00fck gemilerin yakla\u015f\u0131p k\u0131sa zamanda y\u00fcklerini bo\u015falt\u0131p, alacaklar\u0131 varsa onlar\u0131 y\u00fckletip buradan ayr\u0131lmalar\u0131 i\u00e7in ge\u00e7mi\u015fte haftalarca s\u0131rada beklemeye kimse tahamm\u00fcl edemiyor. Uzayan her s\u00fcre ta\u015f\u0131nan ticari mal\u0131n fiyat\u0131na hemen yans\u0131yor. Ama\u00e7, en ucuz \u015fekilde y\u00fcklenen mal\u0131 al\u0131c\u0131s\u0131na teslim edebilmek.<\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> <strong>T\u00dcRK\u0130YE DE YARI\u015eTA<\/strong><\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> T\u00fcrkiye bu yar\u0131\u015fa rakiplerine g\u00f6re biraz ge\u00e7 ba\u015flasa da k\u0131sa zamanda b\u00fcy\u00fck mesafe ald\u0131. Ancak bunlar\u0131n kamu yat\u0131r\u0131mlar\u0131 olarak da birlikte yap\u0131lmalar\u0131 y\u00f6n\u00fcnde ciddi anlamda yerel siyaset\u00e7ilerce bask\u0131lar var. Geni\u015f \u00e7apl\u0131 bir liman yat\u0131r\u0131m\u0131, art\u0131k en az 100 milyon dolarl\u0131k bir finansman istiyor ve bir\u00e7o\u011fu yar\u0131m milyonu a\u015fan kaynak gerektiriyor, hatta aralar\u0131nda milyar dolarlar\u0131 a\u015fanlara da rastlan\u0131yor.<\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> <strong>YATIRIMCILARA TAVS\u0130YELER<\/strong><\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> <strong>Hub olmal\u0131:<\/strong> Her yeni in\u015fa edilen veya yenilenen liman\u0131n en b\u00fcy\u00fck hedefi, bulundu\u011fu co\u011frafyan\u0131n \u2018merkez\u2019 liman\u0131, bat\u0131l\u0131lar\u0131n tabiriyle \u2018hub\u2019 olabilmesi. Mesela bunlardan Senegal\u2019in ba\u015fkenti Dakar\u2019da temeli 1867 y\u0131l\u0131nda Frans\u0131z s\u00f6m\u00fcrgecili\u011finde at\u0131lan liman, son y\u0131llarda t\u00fcm Bat\u0131 Afrika\u2019n\u0131n en \u00f6nemlisi olma yolunda. Bir taraftan yenileniyor, di\u011fer taraftan da a\u015f\u0131r\u0131 derecede geni\u015fletiliyor. <\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> <strong>Beyaz file d\u00f6n\u00fc\u015fmesin:<\/strong> B\u00fcy\u00fck in\u015fa faaliyetlerinin daha proje a\u015famas\u0131nda gelece\u011finin iyi hesap edilerek ekonomide kullan\u0131lan bir benzetme ile \u2018beyaz fillere\u2019 d\u00f6n\u00fc\u015fmemesi gerekiyor. Liman\u0131 bulunan 33 \u00fclke, denizle ba\u011flant\u0131s\u0131 olmayan kom\u015fular i\u00e7in deniz lojistik merkezi konumunda. Bu y\u00fczden \u00f6zellikle ithal \u00fcr\u00fcnler, liman\u0131 olmayanlara y\u00fczde 40 oran\u0131nda ilave maliyetle ula\u015f\u0131yor. <\/span><br><span class=\"large\"><\/span><br><span class=\"large\"> <strong>Ba\u011flant\u0131 yollar\u0131 yap\u0131lmal\u0131:<\/strong> Limanlar\u0131n \u00e7evresindeki ve daha uzak mesafelerdeki limanlar ile sanayi b\u00f6lgeleri aras\u0131ndaki ba\u011flant\u0131lar\u0131n\u0131n da sa\u011flanmas\u0131 gerekiyor.
